It was expected to release its initial thinking on Wednesday, but a statement last night said the reform proposals would now be released next Thursday instead. A spokesman for agriculture commissioner Dacian Ciolos blamed the delay on there being too many items on the agenda for the commission college meeting on Wednesday. He added: “There will, exceptionally, be a second commission college meeting next Thursday. This means the adoption of the communication on the Cap towards 2020 has been moved from Wednesday to Thursday."

Leaks have suggested the commission is planning to put a limit on the amount of subsidies farming businesses can receive and force farmers to undertake more agri-environment schemes to justify continued taxpayer support.

Early thinking is also thought likely to result in plans that could see farmers paid a basic payment and then be able to apply for national top-ups. There too is a suggestion that rural development funding is overhauled.
