Spray volumes: can you pick the right ratio?


When looking at sprayer recommendations for water volumes, should spray operators mix product with the stated amount of water, or mix product and water up to the stated round number? For example, if product A has the recommendation to apply at 3l/ha in 300 litres of water, would this mean 3 litres of product and 297l of water for each hectare, or 3l of product and 300l of water?
