Oxford University economist Dieter Helm has authored a paper looking at potential farm spending scenarios in an independent Britain. Helm, whose past work has focused on carbon trading and ‘natural capital’, has critiqued both the NFU’s calls for continued direct payments in the name of food security and competitiveness, and the recommendations from charities to make payments to farmers dependent on fulfilment of environmental conditions.
